Voting

Stakers vote on every module with their whole staked $HIBOU. The stake stays locked until the vote closes, so the same tokens cannot vote twice.

Lifecycle

Voting24 hours from the proposal. One vote per address, weight = stake.

QueuedQuorum met and yes over no. Timelocked for 24 hours.

LiveAnyone calls activate. The previous module becomes Replaced.

DefeatedQuorum missed or no at least equal to yes.

Quorum	0.5% of the $HIBOU supply, yes and no counted together
Pass	yes greater than no
Timelock	24 hours after the vote closes
Weight	staked $HIBOU at the moment of the vote
Lock	unstaking is blocked until the vote you joined closes

The three starter modules were approved at genesis, before any stake existed. Genesis is closed for good after deployment.

Vote yes or no. After the close, anyone can finalize; after the timelock, anyone can activate.
